ROCHESTER, NY – A driver has been charged with criminally negligent homicide and assault following an accident that killed a babysitter and child, and injured another child. The crash happened the day before last Thanksgiving on Edgewood Ave in Brighton NY, near Rochester. The 20 year-old driver, Ninoshka Vasquez-Ruiz, only had a learners permit and according to, News 10 WHEC, was speeding at the time of the accident. Babysitter Elmira Hall and Mila Ruangsuwana were killed in the accident and Evan Ruangsuwana sustained serious injures when they were hit on the sidewalk. Vasquez-Ruiz has turned her self into the police.
