CHELSEA, MANHATTAN – Police made an arrest in an accident Sunday morning that killed an e-bike rider in Manhattan, amNewYork reports.

The victim was identified as 38-year-old Carlos Garcia-Ramos of Washington Heights.  Police said Garcia-Ramos was riding his e-bike east on West 24th Street between 7th Avenue and 8th Avenue in the Chelsea section when the crash took place shortly before 1:30 a.m.
